As of 11:39pm eastern time on August 31st, 2019 it has been reported that the Trump Admin used NASA technology to divert Hurricane Dorian on a northerly heading to avoid disaster in Florida using a Vacuum Bomb technology derived from cloud seeding.

At his direction to NASA chiefs leading a cutting edge technology developed from cloud seeding research called Vacuum-Bomb it has successfully diverted Hurricane Dorian on a northern heading away from Florida.  Trump is planning on having a white house press conference tomorrow to field questions after revealing how the operation worked.  Citizens of Florida should no longer expect a State of Emergency as there is no longer a need to evacuate.  
Navy Aircraft in slow formation with NASA drones flew alongside the western edge of the Hurricane over an area in the Bahamas called the Exumas where "Cloud Seeding" using silver iodide, potassium iodide and dry ice dropped in the form of pellets reduced the height of the the storms in the outer band.  When cloud seeding, increased snowfall takes place when temperatures within the clouds are between −4 and 19 °F (−20 and −7 °C).[4] Introduction of a substance such as silver iodide, which has a crystalline structure similar to that of ice,[5] will induce freezing nucleation.
In mid-altitude clouds, the usual seeding strategy has been based on the fact that the equilibrium vapor pressure is lower over ice than over water. The formation of ice particles in supercooled clouds allows those particles to grow at the expense of liquid droplets. If sufficient growth takes place, the particles become heavy enough to fall as precipitation from clouds that otherwise would produce no precipitation. This process is known as "static" seeding.
Following this procedure a "Vacuum Bomb" was dropped from an altitude of 41,000 feet and exploded at 25,000 feet which is mid-level of the Hurricane.  The Vacuum Bomb creates a vacuum that is 10 miles wide and rises up to the troposphere.  This lasts only for 30 minutes, and is strategically placed at a 30 degree angle south of the direction which starts a slow turn to the north.  
President Trump is reportedly extremely proud of himself and NASA and will be honoring the pilots of the planes with a special visit to the white house.
